Russet Wycuff Perry is an experienced and respected litigator in Northern Virginia. She grew up in Houston, Texas. She came to the DC metropolitan area in order to attend George Washington University, where she graduated Summa Cum Laude and Phi Beta Kappa with a Bachelor of Arts in both Criminal Justice and Psychology.

Russet graduated from Georgetown University Law Center where she excelled as a participant in the school’s Domestic Violence Clinic, focusing on client-centered advocacy representing indigent victims of domestic violence in mediations and civil protective order hearings in D.C. Superior Court. Her outstanding representation led to a multi-page feature in the Georgetown Journal.

Upon graduation from law school, she took a position with the Loudoun County Commonwealth’s Attorney’s Office, serving on the office’s domestic violence and sexual assault prosecution team. She successfully prosecuted all manner of charges, including domestic assault, rape, child exploitation, and murder. Her attention to detail and compassionate handling of victims established her as an important advocate for Loudoun County citizens, and the Loudoun County Sheriff’s Office and Leesburg Police Departments frequently sought her guidance on matters involving domestic violence and sexual assault.

In 2015, Russet left the Loudoun Commonwealth’s Attorney’s Office and served for two years at the Central Intelligence Agency. She not only gained invaluable experience but was also able to aid in ensuring the safety of our county. After her time with the Agency, she returned to the Loudoun County Commonwealth’s Attorney’s Office to take on a role as a general prosecutor. She left the office in 2021 as a senior assistant Commonwealth’s Attorney.

Russet is passionate about community-focused aspects of family and criminal law, as well as mental health services. Most recently, Russet served as a Special Justice, presiding over mental health commitment hearings. She served as one of two of the Commonwealth’s representatives on the Mental Health Docket and the Loudoun County Drug Court. Russet received a “CSB Recognition Award” from the Loudoun County Community Services Board for her participation in the development and successful launch of the Mental Health Docket. Russet was also instrumental in helping to establish the Loudoun County Drug Court Docket. Both of these dockets are designed with the goal of reducing recidivism and improving both individual clinical outcomes and public safety for the residents of the county. Her exceptional record as a prosecutor and active involvement in both the Drug Court and the Mental Health Docket also led to her being awarded Platinum Awards at the Employee Achievements & Contributions to Loudoun County (EMPACT) awards ceremonies in both 2019 and 2020. Russet was also proud to serve for multiple years as an instructor at the Loudoun County Sheriff’s Office Crisis Intervention Team (CIT) training course. In this course she and other members of the faculty trained law enforcement officers from several jurisdictions to help reduce the risk of serious injury or death during emergency interactions between persons with mental illness and members of law enforcement.

After leaving the Commonwealth’s Attorney’s Office she brought her fierce, intelligent, and compassionate advocacy to the representation of individuals in all manner of private cases with the Marquis Law Group.

She lives locally in Loudoun with her husband, two children, two dogs, and three cats. In her spare time, she enjoys traveling, and is slowly accomplishing her goal of visiting every one of the 63 national parks.
